- ACCESS TO JUSTICE PROGRAM
- COMMUNITY CAPACITY ENHANCEMENT
- RESEARCH AND ADVOCACY
Since 2018 we have been implementing the access to justice program. The program objective is to increase sustainable access to justice for marginalized persons and Most at Risk Populations in Uganda. This is aimed at improving their wellbeing.
Through this program, we are improving the quality of access to justice for our target constituencies and as such, strategies employed under this program are aimed at contributing to improving the quality of our services. Our Legal Team is strengthened to provide more support and to follow up on cases. For greater impact and outreach, mobile legal aid camps and awareness sessions are conducted at regional/district levels and/or in partnership with organizations of marginalized persons and Most at Risk Populations communities. This also enables for a stronger level of involvement of the marginalized persons and Most at Risk Populations groups, communities and leaders.
We supplements efforts by building the capacity of paralegals and other resource persons identified by the respective marginalized persons and Most at Risk Populations organizations and networks to be able to work within their communities to increase access to Justice.
The organization also partners with mainstream human rights organizations and legal aid service providers to expand legal aid for marginalized persons and Most at Risk Populations groups and provide mentorship to paralegals. It also works with informal justice systems and traditional cultural structures to address injustices through mediation.
We have both directly and indirectly reached over 2,000 marginalized persons in Uganda.
The program employs the following strategies:
- Legal Aid Service Provision
- Engaging Communal Justice systems
- Support to Community Paralegal Program
- Strategic Partnerships and Collaboration
This is a new thematic/programmatic area that now brings all the work related to capacity building of A Call for all foundation Africa target groups together. Its objective is to enhance the capacity of rights holders and duty bearers to effectively advocate for and protect the rights of marginalized persons and Most at Risk Populations groups in Uganda. The goal is to see Marginalized Persons, Most at Risk Populations and Duty Bearers participating effectively in respecting and promoting human rights of marginalized groups.
The program evolved and adapted our human rights capacity development concept to suit different issues and categories of people including: marginalised persons and Most at Risk Populations groups, police officers, media, judicial officers (specifically magistrates), parents, local leaders and health providers. It develops curricula and tailor training material for each target group. The curriculum incorporate aspects as well as modules on: human rights, sexual and reproductive health and rights, transformative leadership, social movement building, regional and international human rights instruments, equality and justice, organisational development, among others.
It provides deeper public legal education and awareness at community level so as to enhance rights awareness that facilitates human rights observance for marginalised persons and Most at Risk Populations. It empowers and promotes dialogue between marginalised persons and Most at Risk Populations communities and key stakeholders on their rights as well as strengthening the capacity of marginalised persons and Most at Risk Populations groups, and advocates to lead advocacy efforts and initiatives. This in the end is intended to build a critical mass of marginalised persons and Most at Risk Populations groups for transformative leadership, legislative engagement and policy influence. Our major target groups for this capacity enhancement are: marginalised persons and Most at Risk Populations communities (LGBTI persons; sex workers; women, girls and service providers in conflict with abortion laws; drug users; people living with HIV and; poor men/women/elderly land and property rights. Our capacity building interventions also focus on creating cross-movement collaborations to effectively champion human rights advocacy.
It also targets building the capacity of duty bearers in promoting rights of marginalised groups. Priority duty bearers that the program targets include: law enforcement, judicial officers, LC1s, health workers and communities. The program also works with the media to engage on rights of marginalised groups.
The program employs the following strategies:
- Human Rights Workshops / Trainings for Duty Bearers
- Institutional Support for Marginalised persons and Most at Risk Populations Groups’ organisations
- Community Paralegal Training Program
- Community Engagement
The program objective is to enhance research, advocacy and networking for a just and fair legal and policy environment that promote rights, equality and non-discrimination. The goal is to achieve systemic changes towards the realisation of the rights of marginalised persons and Most at Risk Populations informed by evidence-based advocacy.
We are a key leader in the generation of cutting edge research on various dimensions of human rights of marginalized persons and Most at Risk Populations in Uganda and beyond. Our ground breaking research areas include: legal analysis of laws, policies and bills, baselines on new areas of interest, impact of laws on specific target groups, underlying determinants of human rights violations of marginalized persons and Most at Risk Populations groups, and traditional/informal justice systems including alternative dispute mechanisms among others.
Through the program, We work to contribute towards enhancing an enabling legal and policy environment where the rights of marginalized persons and Most at Risk Populations are upheld and respected. This is done through legal analysis to interrogate bills, laws, policies and regulatory frameworks to inform our advocacy and engagement by marginalized persons and Most at Risk Populations. We also use national, regional and international mechanisms in order to secure greater rights for LGBTI persons; sex workers; women, girls and service providers in conflict with abortion laws; drug users; people living with HIV and; poor men/women/elderly for land and property rights.
We further build strategic partnerships to enhance the realization, respect and protection of the rights of marginalized persons and Most at Risk Populations. We also work with key government Ministries, Departments and Agencies (MDAs) like the Uganda Human Rights Commission (UHRC), The Equal Opportunities Commission (EOC), Uganda Police Force, JLOS institutions; national networks, alliances and NGOs; marginalized persons and Most at Risk Populations networks and organizations (PLHIV/TB, sex workers, LGBTI, drug users and abortion rights activists) as well as other key stakeholders.
